What’s next for the Farm Bill?
The Farm Bill. A piece of legislation that quietly shapes much of life in this country – especially for those of us in rural America.
The Farm Bill influences everything from food access to conservation, crop insurance to rural infrastructure. And yet, for how far-reaching it is, most Americans know very little about what’s actually in it – or what’s at stake when it comes up for renewal.
To help unpack the history, the politics, and the uncertain path ahead, Lesli Allison, our CEO here at Western Landowners Alliance, speaks with two former high-ranking staffers who served in the Senate Agriculture Committee, Jonathan Coppess, former chief counsel under former senator and chairwoman Debbie Stabenow, a Democrat from Michigan, and Joel Leftwich, a former staff director under former senator and chairman Pat Roberts, a Republican from Kansas.

About Jonathan CoppessJonathan Coppess is Associate Professor and Director of the Gardner Agriculture Policy Program at the University of Illinois, where he teaches and conducts research on agricultural policy, law, and the legislative process. His work explores the evolution of federal agricultural policy, with a focus on risk management, conservation, and how historical context shapes modern policymaking.
Coppess previously served as Chief Counsel to Senator Debbie Stabenow (D-MI) on the U.S. Senate Committee on Agriculture, Nutrition, and Forestry, bringing firsthand experience from the frontlines of Farm Bill negotiations. His time in Washington also included roles at USDA and the Farm Service Agency.
He is the author of Between Soil and Society: Legislative History and Political Development of Farm Bill Conservation Policy (2024) and The Fault Lines of Farm Policy: A Legislative and Political History of the Farm Bill (2018), both published by the University of Nebraska Press.
Coppess holds a B.S. in Business Marketing from Miami University (1996) and a J.D. from The George Washington University Law School (2001).

About Joel Leftwich
Joel Leftwich is Chief Strategy Officer at Kansas Farm Bureau, where he leads strategic initiatives to advance the organization’s mission on behalf of farmers, ranchers, and rural communities across the state.
Leftwich brings deep experience in federal agricultural policy, having served for two years as Staff Director of the U.S. Senate Committee on Agriculture, Nutrition, and Forestry under then-Chairman Senator Pat Roberts (R-KS). His career in Washington also includes roles at USDA, in the private sector with agri-food companies, and as a key advisor on Capitol Hill.
He holds a B.A. in Political Science and History from Friends University and an M.A. in Political Science from Loyola University Chicago.
